Licensing & Compliance Specialist
Department: Operations
Reports To: COO
Compensation: $65,000–$75,000 annually, commensurate with experience. Exempt or non-exempt status will be determined based on the employee’s primary work location and applicable state and federal wage-and-hour laws.
Location: Remote (U.S.) Final employment classification, compensation structure, and payroll practices will comply with the laws of the state in which the employee primarily performs work.
Schedule: Full-time, flexible hours aligned to agency deadlines and business needs
Travel: Occasional travel for inspections, site reviews, or training (estimated 5–10%)

About the Role
The Licensing & Compliance Specialist owns the end-to-end process for childcare and summer camp licensing across multiple states and manages state voucher and subsidy program participation, including applications, reporting, and payment reconciliation.
This role is essential to enabling BAM!’s expansion into new markets, starting with Texas and Georgia, while ensuring we remain compliant, audit-ready, and operationally efficient across existing regions such as Massachusetts, Illinois, Colorado, New York, and beyond.
What You’ll Do
Childcare Licensing (State-by-State)
- Lead the full lifecycle of childcare licensing across states, including new licenses, renewals, amendments, and ongoing compliance.
- Build and maintain state-specific licensing playbooks (requirements, timelines, fees, inspections, and renewals).
- Coordinate licensing prerequisites across internal teams (Operations, HR, Recruiting, Site Teams).
- Serve as the primary point of contact with licensing agencies and inspectors.
- Track compliance calendars to ensure no renewals, inspections, or required postings are missed.
Summer Camp Licensing & Permits
- Own summer camp licensing and required permits or registrations.
- Partner with Program Operations to ensure camp-specific compliance (health & safety plans, emergency procedures, staffing documentation).
- Expand licensing processes as BAM! enters additional states, ensuring consistency and scalability.
State Voucher & Subsidy Programs
- Manage end-to-end participation in state voucher and subsidy programs, including:
- Provider enrollment and credentialing
- Initial applications and documentation
- Ongoing attendance, enrollment, and invoicing reports
- Recertifications and compliance checks
- Maintain organized, audit-ready records for all state programs.
Payments, Reporting & Reconciliation (Finance Partnership)
- Partner with Finance to track voucher payments and reconcile discrepancies.
- Maintain clear systems connecting attendance → submissions → approvals → payments.
- Provide regular reporting and risk updates to leadership.
Systems, Documentation & Enablement
- Build and maintain a centralized compliance repository (licenses, approvals, renewal dates, templates).
- Create SOPs and checklists to support consistent execution across regions.
- Train internal stakeholders on documentation requirements and timelines.
- Provide weekly status updates and flag risks to launches or renewals.
What Success Looks Like
Within 60–90 Days
- Centralized tracker covering all current states, including license status, deadlines, and owners.
- Documented SOPs for existing MA and IL licensing and voucher workflows.
- Launch-ready compliance plans for Texas and Georgia.
Ongoing
- Zero missed renewals or reporting deadlines.
- Faster approvals for new licenses and subsidy enrollments.
- Audit-ready documentation at all times.
- Clear reconciliation between subsidy submissions and payments received.
Required Qualifications
- 2–5+ years of experience in childcare licensing, youth program compliance, subsidy/voucher administration, or regulated multi-site operations.
- Proven ability to manage deadlines, documentation, and agency relationships with high attention to detail.
- Strong written communication skills with the ability to translate regulations into clear, actionable guidance.
- Comfort working cross-functionally and proactively following up with stakeholders.
- Proficiency with Google Workspace and/or Microsoft Office.
Preferred Qualifications
- Experience with after-school programs, camps, school-based programs, or multi-site childcare organizations.
- Familiarity with subsidy and voucher workflows (enrollment, attendance, invoicing, re-certifications).
- Experience building SOPs, playbooks, or scalable compliance systems.
- Experience supporting programs in MA, IL, CO, TX, GA, or similar multi-state environments.
